Bethany Loftin (Fed)

Bethany Loftin has been Director of the Technology Partnerships Office (TPO) at the National Institute of Standards and Technology (NIST) since May 2024. She leads the staff of 25 federal employees responsible for administering NIST’s intellectual property portfolio, its technology licensing operations, outreach efforts to bring the results of NIST research to the marketplace, agreements related to collaborative relationships between NIST and outside parties, NIST’s technology transfer regulatory and policy responsibilities, economic analysis, and NIST’s Small Business Innovation Research program.

In her previous role as Interagency and iEdison Specialist in the Technology Partnerships Office, Ms. Loftin handled policy issues related to the Bayh-Dole regulations and convened the interagency working group for Bayh-Dole. She monitored the functionality and day-to-day operations of iEdison, the central platform for reporting inventions and patents resulting from federally-funded research, and served as the liaison for the platform’s agency and extramural users. She led the task force tasked with the redesign and modernization of iEdison and the transfer of the system from the National Institutes of Health (NIH) to NIST in 2022. This joint effort with NIST’s Office of Information Systems Management (OISM), the NIH, and the Interagency Working Group for Bayh-Dole received three distinguished awards: the Federal Laboratory Consortium’s Interagency Partnership Award in March 2023; the Federal Laboratory Consortium’s Best in Region Award – Mid-Atlantic Region in April 2023; and the Department of Commerce Gold Medal Award in February 2024.

Before joining TPO, Ms. Loftin was TreMonti Consulting’s Director and Chief Operating Officer for more than eight years. While at TreMonti, she supported numerous technology transfer offices throughout all steps of the commercialization process, with particular emphasis on best practices, assessment and marketing of technologies, the Bayh-Dole regulations, and compliance with the iEdison system.  She also served as acting Head of Technology Transfer for the Howard Hughes Medical Institute’s Janelia Research Campus from 2015 to 2016.

Bethany holds a J.D. from the University of Louisville and received her undergraduate degree, a B.S. in Recording Industry, from Middle Tennessee State University.
