Jacqueline Gray is the Small Business Innovation Research (SBIR) Program Manager of the Technology Partnerships Office (TPO) at the National Institute of Standards and Technology (NIST).
Ms. Gray leads, manages, and executes the SBIR program at NIST. She communicates and collaborates with the national small business community, inter-agency SBIR Program Managers, NIST Laboratories, and the Small Business Administration (SBA) to expand and enhance the SBIR Program at NIST.
Every year Jacqueline joins forces with the NIST Grants Management Division, her TPO colleagues, the Office of the Chief Counsel for NIST, and the Department of Commerce’s Federal Assistance Law Division to develop and publish grant program announcements for innovative scientific and technological small businesses.
Before joining NIST, Jacqueline managed and negotiated international contracts and procurements at the United States Agency for Global Media (USAGM). Prior to this, Jacqueline managed the negotiation, award and administration of SBIR contracts at the Department of Homeland Security (DHS). Her career in the private sector involved overseeing defense and civilian contracts for a variety of high-tech programs.
Ms. Gray holds a Bachelor of Science degree in Management Science from Coppin State University, a Master of Administrative Science degree from Johns Hopkins University, a Pharmacy Technician Certificate from Carroll County Community College, and an Executive International Business Certificate from Georgetown University.
