Usually we do not consider it inappropriate to upload a picture of someone who is Wikipedia-level notable even if you may have a strong connection to that person. If there is a copyright issue, sure, but that isn't what you said, you said this is out of scope, which I don't see. Faiza Digital is a company name, thus the account implies shared use. I can't remember the exact reason, as I went on a New file patrolling stint, and nominated 75+ files for speedy deletion, and I don't remember the reason for this specific image. I still completely fail to see how any of this constitutes vandalism. Yes, if they are using the name of an organization, that requires a verified account, so it would be reasonable to tell them that they need either to verify the account or change their account name (or drop this account and start one with a more appropriate name, since this one has barely been used). Please read this essay about paid editors and send an email to VRT asking for next steps. Your username is against policy because it is just the name of the company, implying a shared account. Shared accounts are against Commons's username/account policy, as well as almost every other Wikimedia project. Actually, if you confirm through VRT that you really do represent the organization, that account name is OK for Commons, but not for (for example) the English-language Wikipedia.
