There is no freedom of panorama in Monaco. The bust here is apparently the same as or identical to the bust in this article, unveiled in the 20th century (no specific year provided in the article) and authored by sculptor Paul Belmondo who died in 1982. Even if it falls out of copyright in Monaco, this is a sculptural work in a no-FOP country, and so the U.S. copyright rule needs to take into account (95+1 years after publication), so this photo should not be restored until U.S. copyright expires (per compliance to COM:URAA).
