Description
Deutsch: Die Randlage und somit politisch-administrative Zersplitterung des Einzugsgebietes Helme zwischen den Bundesländern Niedersachsen, Thüringen und Sachsen Anhalt.

Hier wird der Widerspruch besonders deutlich: zwischen dem Artikel 30 und 83 ff des Grundgesetzes, welches die Aufgabenverteilung zwischen Bund und Ländern festlegt auf der einen Seite; und der Europäischen Wasserrahmenrichtlinie 2000/60/EG, welche zur optimalen Bewirtschaftung und Verwaltung das Naturressourcen-Managements nach natürlichen Wassereinzugsgebieten fordert auf der anderen Seite.

Eine Petition an den Bundestag zur Anpassung des Grundgesetzes an die Forderungen der EU Wasserrahmenrichtlinie ist eingereicht worden (127 486, oder Pet 2-20-18-274-000249). Dieser Widerspruch bildet eines der Haupthindernisse für eine harmonische Regionalentwicklung im gesamten Einzugsgebiet und somit der Region Südharz-Goldene Aue.
