Steiner was born on 23 May 1896 in [[Stalluponen]] in [[Kingdom of Prussia|Prussia]], (in [[East Prussia]]) [[German Empire]]. He joined the [[Royal Prussian Army]] as an infantry cadet. In 1933, he left the army having attained the rank of majormahor.
