Dec. 30: Rizal Day (One of the first holidays, since 1898)
On Dec. 20, 1898, a decree was issued by Gen. Emilio Aguinaldo, President of the Revolutionary Government, declaring Dec. 30 annually as a "national day of mourning", recognizing Filipino patriots who fought against and became victims of the Spanish rule, including Dr. Jose Rizal, whose death anniversary falls on the same date. In 1902, Act No. 345 was enacted by the second Philippine Commission, headed by Civil Governor Taft, setting Dec. 30 as Rizal Day (though unnamed), and making it one of the official holidays.[5]
Notes There were ten public holidays listed in 1902; only 4 were named.

Excluding Holy Week and Thanksgiving Day, whenever these public holidays fall on Sunday, the following day shall be such.
Among 12 legal holidays listed in 1916, which included two additions, all 5 named were classified as religious.

Also a holiday was the day appointed by law for holding the general election, especially for Philippine Legislature members. A special public holiday may be declared by the Governor-General (President) in his discretion.

When any regular holiday of fixed date falls on Sunday; the following day shall be observed as a legal holiday.

  • RA No. 10966; 2017 December 8 was declared a special nonworking holiday to commemorate the Feast of the Immaculate Conception of Mary.
  • Rizal Day: First celebrated in 1898 when President Emilio Aguinaldo on Dec. 20 issued a decree mandating the commemoration of Rizal's death on December 30 annually. The United States on Feb. 1, 1902 enacted Act No. 345 which designated it as a holiday since 1902. (Source)
  • Act No. 2946; 1921 November 30 was made a legal holiday. Amending Act No. 2711, the Administrative Code.
  • Although Nov. 30 was celebrated as Bonifacio Day (Act No. 2946, s. 1921), there was also a commemoration of Filipino heroes; even National Heroes Day was first enacted through Act No. 3827, s. 1931, declaring the last Sunday of August an official national holiday. Pres. Jose P. Laurel signed EO No. 20, s. 1942, setting the latter on November 30. Pres. Elpidio Quirino reverted the date back to the last Sunday of August, as per Administrative Order No. 190, s. 1952. (Source)
