Lucian Bălan (born 26 June 1959 in Bucharest, Romania) is a former Romanian football player and coach, winner for the European Cup in 1986 and the European Supercup in 1987, both with Steaua Bucharest and current coach at a football school in Baia Mare.
He played for Minerul Cavnic (between 1976 and 1978), FC Baia Mare (1978 - 1985) and Steaua Bucharest (1985 - 1989), before joining Beerschot of Belgium in 1989 and then Real Murcia of Spain in 1990. In 1990 he returned to Steaua Bucharest. He retired from football one year later.
He was capped once in the Romanian national football team.
He coached Phoenix Baia Mare, Lapusul Targu Lapus and FC Baia Mare.
On 25 March 2008 he was decorated by the president of România, Traian Băsescu with Ordinul "Meritul Sportiv" — (The Order "The Sportive Merit") class II for his part in winning the of 1986 European Cup Final.
