re: LGBT rights infoboxes
[edit]thanks, i don't mind at all :-) -- i hadn't even gotten to asia yet, and along with Africa it is where most of the homosexuality criminalized countries are. If you run across any countries where you need more info than the article or LGBT rights by country or territory provides, the ILGA 2008 report is generally a pretty good source for penalties for illegal countries, and years when homosexuality was legalized for legal countries (and an appendix listing countries with gender/relationships/discrimination laws, though it is only current as of may 2008). - hmmmmmmm......personally, i'm kind of leery of putting "not enforced" in lgbt rights tables / infoboxes type stuff, since if a law is on the books (even if it is not regularly enforced), the possibility is still there. i don't see any problem with adding something like "rarely enforced" or a different brief note though (especially Fiji as you mentioned). the illegal countries' infoboxes are shorter anyway (since most of the infobox's sections aren't used on them), so fleshing out the illegal box a little shouldn't hurt it much.
- btw, i forgot to mention earlier that though the ILGA report is a good resource, i actually ran into a possible mistake in it the other day.... one of the South or East African countries was listed as female legal in ILGA, but the country's Wikipedia article cited an African website which said the laws were used against lesbians also.... so, it is is a good resource (but if you see contradicting info, its interpretation of the laws might be wrong). just a word of caution. Recognition of same-sex couples in Italy
[edit]Hi! I've searched Italian-language sites for more information about "DiDoRe", the proposed unregistered cohabitation scheme in Italy. The proposal has not been formally withdrawn, and it was still being written about as late as April 2009. See this article, for example, which actually states that DiDoRe will be voted upon by the end of 2009. Of course, given the history of such proposals in Italy, it is not even guaranteed that it will come to a vote (it is not an official part of the government's programme). The actual law (in Italian) can be found here. My understanding is that it will be a very limited scheme, chiefly concerned with hospital visitation and mutual responsibility. It will not offer pension or welfare rights and is explicit in stating that cohabitating couples under DiDoRe do not constitute a family. So, it's sort of a "first step" or institutional framework which succeeding governments can add to; if implemented, it will leave Greece as the last of the EU-15 states to have no form of same-sex union recognition. Although, a similar law is expected in Greece if the Socialists come to power at the next elections (largely probable). - Italy is indeed far behind the rest of Western Europe. Public support for recognition of same-sex unions is comparable to neighbouring countries, even though support for same-sex marriage is only around 40%. Nevertheless, I think it will be very difficult for Italy to go straight to same-sex marriage. The influence of the Vatican on public policy is still very high, even if the Vatican's views are not in line with those of the electorate. If this DiDoRe law is passed, it's likely that a future left-wing government will expand it incrementally. It is also possible that, like in Scandinavia in the early 1990s, a future left-wing government will pass a new, more comprehensive civil union law operating alongside unregistered cohabitation.
- In Greece, it is the left-wing PASOK party that supports rights for same-sex couples, while the right-wing New Democracy Party supports an opposite-sex-only unregistered cohabitation law. Unlike in other countries, the impetus for such a law comes mainly from opposite-sex unmarried couples. Thus, it is quite easy politically for the government to exclude same-sex couples. Portugal did this too in the late 1990s, before expanding the scheme to same-sex couples two years later. More notoriously, Australia has recognised opposite-sex unarried partners for decades, but only extended these rights to same-sex couples in 2008. Nevertheless, an election will take place in Greece in October 2009, and if PASOK wins that election, which is expected, it is quite likely that same-sex couples will be recognised.
- Finally, Bulgaria: I think what happened was the former Socialist government wanted to introduce an unregistered cohabitation scheme. It was mainly intended for opposite-sex couples but there was debate within its ranks over whether it should include same-sex couples. It never came to fruition, since a new liberal conservative government was elected a few months ago. I'm not sure what their stance on the law is. (The debate in Bulgaria is quite similar to that in Greece).
- On a related note: Jersey will debate civil partnerships in October. It will probably join Austria and Ireland as "new recognisers" of same-sex partnerships in 2009. Progress on marriage equality is also expected in Iceland, Slovenia and Luxembourg, and perhaps also in Portugal and Andorra. Ronline ✉ 05:09, 4 September 2009 (UTC)

Same-sex marriage in Australia
[edit]Hi! I notice that you've re-inserted Australia over at Same-sex marriage legislation around the world. I'm actually a bit unsure about whether or not it should be there. You're right in saying that the Senate Committee's recommendation to not pass the bill is not technically binding on the Parliament, and has not officially killed the bill. Furthermore, the bill is still officially "Before the Senate", as its official page shows. However, it essentially has zero chances of being brought to a vote in the Senate. This would probably have been the case even if the Senate Committee had voted in favour of it. Both of the major parties in Australia are opposed to same-sex marriage; the bill was a private member's bill introduced by a Green Party senator. Yesterday, there were marches for same-sex marriage in all the major Australian cities, but their focus was mainly to protest against the Senate Comittee's finding and to work towards the future, rather than to call for the bill to be brought before a vote. From the way that the SSM debate in Australia is heading, I don't think Australia will pass same-sex marriage in the next few years: Kevin Rudd is opposed, as are most figures in the dominant Right faction of the governing Labor Party. This is, of course, despite public support of 60% for SSM.
Finally, the fact that the bill has not been officially withdrawn does not amount to much. In 2008, a similar bill was introduced by the Greens which did not even go to a Senate Committee, but which is still shown on its official page as being "Before the Senate". It is my understanding that all bills introduced in a given Senate session will remain active until the end of the session (which is in mid to late 2010, when the next federal elections take place).
So, the question of when we should change the article to signal the rejection of the bill is a difficult one. Another difficult question is what date to insert: should it be the date when the Senate Committee gave its negative recommendation, or the date when the Senate session ended and the bill formally became inactive? Or the date when the bill was introduced? This is of course not only about Australia: in many other countries, relationship recognition bills have been introduced and have not proceeded to a vote. My suggestion is that we should list a bill as being rejected as soon as there are reasonably firm indicators it will not proceed to a vote, such as official statements from major parties. Furthermore, in these cases, the date in the article should be the date when the bill was introduced (in this case, June 2009). Let me know what you think! - Thanks for your reply! I don't mind if you go on and on, I thought your observations were very interesting! I too am interested in SSM in non-Western countries; currently living between Taiwan and Australia, I can see the similarities and differences in gay rights discourses in the two countries. Just a few comments:
- Australia - I think the resistance to SSM and even civil unions among the major parties is unique for a progressive Western country that otherwise has a good gay rights record and relatively high public support for SSM. The Australian Christian Lobby and related groups seem to be the main force holding back progress, particularly since many high-profile figures in the Australian Labor Party are practicing Christians. What Australia also lacks is an openly LGBT person in government who is willing to publicly and vocally push the issue (there is an openly gay minister, Penny Wong, but she's so far been pretty much silent on marriage equality). It is often said that SSM will only be legalised in Australia under a post-Kevin-Rudd Labor Government, which could be many years away, even a decade (when the very pro-SSM young generation take greater control).
- Asia - Indeed, the political apathy in Asia seems to be the main force holding back same-sex union recognition. This is not just an exclusively LGBT issue; in general, the concept of "identity politics" or "minority rights" does not feature prominently in Asian political discourse (aside from as a Western influence). The same applies to liberal concepts such as "equality before the law". As a result, LGBT rights groups cannot draw on these discourses in the same way as they can in the Western world, where LGBT rights activists were and continue to be inspired by the struggle for women's rights, indigenous rights, immigrant rights, etc. Furthermore, a social contract of sorts seems to have been "negotiated" between the heterosexual majority and LGBT people: LGBT people are provided with "lifestyle spaces", including vibrant nightlife scenes, as well as an absence of violent homophobia, which prevents them from "rising up" in the same way as in the post-Stonewall West. Even in legally-repressive countries such as Singapore and the United Arab Emirates, LGBT people are largely left alone as long as they stick to "entertainment" and "consumption" and do not agitate politically. Of course, I think Nepal can provide a turning point for the region, by finally showing a real example of how SSM can work in an Asian country. Taiwan is the other place to watch in the near future, although, as you pointed out, it is entirely possible that some other country will legalise SSM in an "opportunistic" fashion, perhaps less due to a genuine desire to grant LGBT equality and more due to a desire to raise its global profile and improve revenues.
- Eastern Europe/Albania - I'm of Romanian origin and I've followed the LGBT rights debate over there quite closely, and I think Eastern Europe is peculiar in that intra-regional influence seems to be very low. My impression is that, in Western Europe, SSM laws have tended to cluster regionally: Spain influenced Portugal (and Latin America), the Netherlands influenced Belgium and now Luxembourg, and Norway influenced Sweden, which is influencing Iceland, etc. There seems to be a lot less of this in Eastern Europe: in Romania, for example, the recognition of same-sex unions in Hungary, Czechia, Slovenia and Croatia is pretty much ignored or unknown. So, I think that if Albania does legalise SSM, it is not particularly likely to "diffuse" to other countries in the region. A partial reason for this is the cultural isolation of Albania to the rest of the region; it is non-Slavic, and cultural divisions remain high in the wake of the Balkan Wars of the 1990s. The only country it could plausibly have an influence on is Romania, where similar support of SSM has been voiced before by the President. Of course, that doesn't mean no progress can be made in Eastern Europe, at least in those countries which are EU members. Slovenia is set to legalise SSM soon, and Estonia will legalise some form of unions (probably unregistered cohabitation). Slovakia and Bulgaria may make some progress in the medium term (2-4 years). The real holdouts are Poland, Latvia, Lithuania and Romania, although even there one must remember that organised anti-gay movements are quite recent, and may very well prove to be a passing trend. Poland nearly legalised civil unions in 2004, and I think it has an undeservedly bad image for homophobia when on some indicators, like support for an openly gay head of state or neighbour, it is the most progressive country in Eastern Europe, comparable to Finland!
- All in all, the next decade should prove to be very eventful in this area (if unprecitable, as always)! Ronline ✉ 10:37, 3 December 2009 (UTC)

Problems with maps
[edit]Hello. I noticed you've added quite a few new maps to the articles on the various countries in Africa. While I can appreciate your attempts at standardizing some of these maps, there are a number of problems with your edits. First and foremost, the maps are original research. That is, they are not based on any authoritative mapping source such as the United Nations. You have suggested in a couple of your edits that the maps "includes AU in light green" and are "based on orthographic maps for EU member states". However, if one looks closely at your maps, we see that you have striped in light green and grey the northwestern part of Somalia, an area which corresponds with the secessionist Somaliland region. This is problematic because neither the European Union nor the African Union nor the United Nations nor any other international organization or country in the world (i.e. the international community as a whole) recognizes the region as anything other than a part of Somalia (see CIA); only the separatists themselves consider it an independent nation. The maps could not therefore have been based on either the EU or the AU or on any other authoritative source. The official map of Somalia looks like this. Secondly, quite a few of the maps awkwardly shade out Morocco, ostensibly because it is not a part of the African Union, although it is of course an actual nation in Africa. Basing the maps on something as amorphous as AU membership is likewise problematic since not all nations in Africa are members and countries routinely fall under suspension (e.g. Eritrea, Guinea, Niger, Madagascar). The maps therefore have no staying power either. The light green background color also provides a far less effective contrast with the shaded country in the foreground's dark green hue than do the original maps with their colored countries against a plain grey background. Many of the original maps you replaced are also closeups of the countries in question, something your maps do not offer. This is especially relevant when one takes into account physically small nations such as Equatorial Guinea and the Gambia, countries which appear as little more than unintelligible dots on your maps. I have a question regarding the map of Empire of Japan. In Japanese history, Korea was once a colony of Japan,too. However, in this map of "Great Japanese Empire",Korea was colored green – indicating that Korea was once Japanese territory. In that case, why is Taiwan not colored green also?

is"委任管理",not the"外地".
At that age, the political status of Taiwan was also comparable to that of Alaska.
Taiwan can't comparable to the Samoa's status.

Italian Empire
[edit]Hi, I have just seen the file you created "Italian colonial Empire". There are two problems with this map : 1st : the title, "colonial". Some territories were not colonies and the title creates confusion between occupied country and colonies. 2nd : most important mistake, Ethiopia is colored in "lime" as a colony when it actually was an occupied country for 5 years.
