Я видел хорошие отзывы о статье Эффект Казимира и присоединяюсь , но позволил себе исправить в странице участника, думаю , что на пользу Вам же. Мне было неприятно то, как Ваш чат среагировал на мой заход (а Вы этого не можете видеть).Мог бы высказать просто как предложение ,но считал ,что по такой мелочи неудобно беспокоить. Я пользуюсь отдельными компьютерами для чатов и на этом mIRC не установленб, поэтому он предлагает себя загрузить и отказаться можно только снятием процесса (я и посчитал ,что не все пользователи с лёгкостью делают снятие процессов , значит в ссылке должно быть видно ,что предстоит вход в IRC ).

Всё-таки не стоит извинений, неудобно было мне (действительно никто не правит страницы участников, кроме них самих) на всё сразу не удаётся обратить внимание.Другвсехдобрых

English version of Wikimédia France bylaws

Hello Jinma. An English version of the French bylaws is at w:fr:Wikipédia:Statuts pour une association francophone/traduction en anglais but I don't know if it's up to date. notafish would the best person to ask if you need help with this since she's the chapter co-ordinator, and also a member of the Board of the French chapter. She will also be able to advise on whether having another chapter legally representing the Foundation is a good idea or not. I'm not personally convinced that it is. Hi. Note as well that for questions to the board regarding french chapter, I might be more informed than Angela, being on the Foundation board, on the french board and of french nationality :-) notafish (aka Delphine Menard) is the best way to go, as she is presently the Chapter Coordinator, so precisely in charge of the relationships between the chapters (current and future) and the Foundation. Finally, as Delphine might explain to you, there are actually very little legal difference and responsability between the french chapter and the others. So, I believe that if you want to use the french bylaws as references, there should be little problem... but ask Delphine for help is best user:Anthere

Hello Дмитрий :-). Sorry for the delayed answer, I was in Tunis until today and I only saw your message this evening. Sooo. Let's see. Wikimédia France is in fact not different from any other chapter, ie. it is not more responsible or representing the Foundation than any other chapter. This is a big myth I am working to dissipate ;-). To make a long story short, the word "representation" in the French bylaws was used to say that "if ever the need came, and the Foundation chose to use Wikimedia France, Wikimedia France *could* represent the Foundation". So it's a technicality that has been many times misinterpreted. In the end, Wikimédia France is an association of users like all the others.

For your bylaws, I would suggest the following:

Start with a standard version of bylaws for a Russian non-profit association/organisation (rather than try to translate existing chpater bylaws). Since all legal requirements for such organisations are different in every single country, trying to translate the bylaws into Russian will only make it harder for you.
Get inspiration from the existing chapters concerning the goals of your organisation (support the Wikimedia Projects, broaden the access to knowledge etc.
There are three core rules you want to add to the bylaws: a) the name (and logo) will have to be Wikimedia Россия (ie. keep the latin alphabet for the Wikimedia name), which can be referred to as Викимедиа Россия internally or as a "practical name". b)The organisation (and its board) will not interfere with rules decided by the community, with article content etc. c) Wikimedia Россия will get an agreement from the Foundation to use the name and trademarks of the Wikimedia Foundation.

In order to proceed with the creation of the Chapter, you will have to provide a translation of the bylaws in English for the Foundation to approve them.

There is now a part of the Foundation budget specifically designed to help with Chapter startup, so if you need any help, on that side, we can discuss what would be appropriate.

I am really excited about talking with you and others about a Russian Chapter. Could we have a meeting on irc, or could you point me to a page where I could ask/answer questions? Or both?

Привет, я вижу, что ты уже получил практически исчерпывающий ответ на этот вопрос от Александра Геращенко.
