Lots of countries have maritime borders, i.e. a national border that is formed by the sea. United Nations Convention on the Law of the Sea establishes that the territorial waters of a country can extend up to 12 nautical miles (22.227 kilometres) from the low-tide mark of the sea. This distance does not apply for all borders of this type: for instance, the English Channel is only 34km at it's narrowest point. In this situation, the national border lies at the midway point of the Channel. However, a significant number of country borders, lie 22km from their coastline.

When drawing coastlines, the rule is "water on the right, land on the left" thus a maritime border will always be on the 'right' of the coastline.

Boundary relations

National borders

The territorial waters line (12nm zone) should be included in boundary relations, the same way as land borders.

Internal borders

If a country has defined the maritime borders of sub national entities, this way should be included in boundary relations for these entitites.

Baseline

Base line: a line defining the coast line as used for border calculation, all borders below here are referred to base line. The base line draws lines across fjords, all navigational waters inside the base line are defined as 'inshore' or 'protected' water.

Territorial waters (12nm zone)

12nm zone: the end of territorial waters

boundary=administrative since so many had a problem with grouping it together with maritime borders
maritime=yes to state that this is a maritime border, so it can be rendered correctly/different from land borders
admin_level=2 since it is a national boundary
border_type=territorial to distinguish it from borders on land

This line should also be member of the border relation surrounding the country.

Continuous zone (24nm zone)

24nm continuous zone: a continued area from the 12nm zone where a nation can continue control of vessels to prevent smuggling and piracy

Exclusive economical zone (200nm zone)

200nm economical zone: Often referred to as EEZ (Exclusive Economic Zone)

Other notes

The border of admin_level=2 is not where two entities of admin_level 2 meets, but a continuous line around one entity of admin_level 2, therefor use admin_level 2 on the territorial border. --Skippern 03:16, 3 January 2009 (UTC)

Other levels of maritime boundaries can be amended later of needed, and is not discussed in this proposal.

For seaward national boundary we have:
boundary=administrative
+ adminlevel=2
(it ist not always "12-nm")
For special boundaries in sea we can add:
boundary:type=*     ( Baseline | 24_nm_zone | 200_nm_zone | 350_nm_zone | customs_zone )
A "new" master-key for only seawarden boundaries is not a win.
And for to show the boundary in the sea in an other colour, we dont need a "special tag" - a roule for the renderer is enough.
