Hori was raised in Ragay until five years old, then moved to Manila where he studied middle school and high school at the International School Manila in Taguig City. For College, he studied at Binghamton University in the United States. He worked in Ezaki Glico, one of Japan's biggest food processing companies, after graduating before returning to the Philippines. His education and experiences gave him the necessary skills and knowledge to become a respectful economist. |

Hori also shows this in his leadership as a congressman, he recognizes that his constituents have had enough of promises of change for the district, thus he instead shows that he working for it and doing his best to achieve it. Finally, as a congressman, he wants the district to prosper more for the benefit of its citizens not just for this generation but for future generations as well.
