Hori was raised in Ragay, Camarines Sur until five years old, then moved to Manila where he studied middle school and high school at the International School Manila in Taguig City. For College, he studied at Binghamton University in the United States. He worked in [https://www.glico.com/global/ Ezaki Glico], one of Japan's biggest food processing companies, after graduating before returning to the Philippines. His education and experiences gave him the necessary skills and knowledge to become a respectful economist.

Hori also shows this in his leadership as a congressman, he recognizes that his constituents have had enough of promises of change for the district, thus he instead shows that he working for it and doing his best to achieve it.

Finally, as a congressman, he wants the district to prosper more for the benefit of its citizens not just for this generation but for future generations as well. The congressman ultimately wants the First District of Camarines Sur famous nationally and internationally in agriculture, economic landscape, and tourism.

Tsuyoshi Anthony Glinoga Horibata also known as Hori Horibata is a member of the Philippine House of Representatives from Camarines Sur's 1st District since 2022.[1]He has also played baseball in the Big League Baseball World Series in 2011 and for Binghamton Bearcats of the American National Collegiate Athletic Association's Division I from 2013 to 2016.[2] [3]
