Unfortunately I don't think that this file can be justified as fair use. The photo is not strictly necessary to understand the subject of the article, and the photo itself is never discussed in the article. If the article were about the photograph ''itself'' it would be justifiable, but this is not the case. Unfortunately I don't think that this file can be justified as fair use. The photo is not strictly necessary to understand the subject of the article, and the photo itself is never discussed in the article.
