Harley Quinn: Villain of the Year is a one-shot tie-in to the Year of the Villain event written by Mark Russell and penciled by Mike Norton. It was first published on 11 December 2019 with a cover date of February 2020.

Harley Quinn is slated to host the Doomies – the Annual Villain Awards. However, someone is threatening to destroy the event for being forgotten and ignored. Instead of cancelling the event, Apex Lex Luthor wants Harley Quinn to host the awards event, while trying to figure out who is threatening to kill everyone at the event.

Mark Russell penned the entire one-shot. For the most part it was written rather well – surprisingly. To be frank, there's not a lot of substance to the story plot wise. There is some plot, but it takes a backseat to the book's main goal: sharing the results of DC's Villain of the Year polling and it does that in a splendidly wrapped package that's highly entertaining, and Harley Quinn was perhaps the perfect host for the awards ceremony.

Mike Norton penciled this one-shot, which is rather surprising for a Harley Quinn one-shot/special as there tends to be multiple pencilers. Since he was the only penciler, the artistic flow of the trade paperback flowed exceptionally well. Norton did an outstanding job recreating an awards ceremony, this issue is jammed packed with villains from the well-known to the really obscure – all dressed in formal ware. Furthermore, the many dress changes for Harley Quinn, the host, is reminiscent of many hosts of such ceremonies.

All in all, Harley Quinn: Villain of the Year is a simple, but fun story about what an annual awards ceremony for villains might look like.

This was a pretty fun one shot with the DC villains doing their own award show. Nothing too eventful happens but it is very enjoyable especially for people who are fans of DC’s villains.

Mr. Russell is an absolute genius. Harley hosting an award ceremony for the DC villains? Is there anything better than that? Not to mention ripping off some of the most iconic dresses from the red carpet. I have no idea how it figures into the bigger event - and, admittedly, no desire to find out - but it works on its own. It's the perfect little break for anyone who needs a quick laugh and enjoys the darker side of the comic world.

Harley Quinn's: VILLAIN of the Year is self explanatory because if you're someone who loves villains as much as I most certainly do, then obviously it's a must read. And who better to host the annual villain awards at the Hall of Doom (the doomies) than our lovable but lethal HarleQuin. The other thing I want to say is I thought it made total sense giving the award for best supporting villain to The Ventriloquist who would've been my first choice too for that award. He's also a character I really like as well, although he's a less appreciated or popular character than many other villains. I really feel he's isn't talked about nearly as much as he should be because The Ventriloquist is definitely one of the more interesting and creepy Batman villains..

Could you just let me have this moment? I'm being honored by my peers. This is why we never go out anymore. . . There's lots of other dummies on Ebay, You know! just waiting for me.

And lastly what I wanna say is about The Batman Who Laughs who is my newest favorite villian and of course he wins Villain Of The Year award and why wouldn't he, since he's the combination of two of DC's most famous characters. I would like to thank the man who made me what I am today. . . But unfortunately, I killed him. He's all the Joker's desires for chaos, destruction and insanity. Mix with Bruce Wayne's intellect, strategizing, and technological savvy. So yeah, it's a killer combination quite literally.

This dude is the coolest and such a ambitious and terrifying villain. I mean, he so badass he kills everyone sitting at his table for eating his food, right there in the middle of the award ceremony. Did noone not see that happen cause he wasn't around to accept his other award for best Villain Upgrade. I fuckin love The Batman Who Laughs which I highly recommend reading his origin story because goddamn it's some great shit. Then his seven issue solo series which also features The Grim Knight (the name speaks for itself) another badass alternate version of Batman.

Harley Quinn's: Villain of the Year was absolutely good stuff and ALOT of fun. I just love the idea of a villain award show, where all villains can come together to celebrate their evil accomplishments that alone, makes my villainous heart so very happy.

Mark Russell was the perfect choice for a meta look at the villains of the DC universe. The premise is that it's the annual Doomies awards, held at the Legion of Doom for all the DC villains. It's hosted by Harley Quinn and someone has sent in a threatening letter that they are going to kill everyone there. It's a simple premise but a ton of fun. Mike Norton is a great choice for artist too. He excels at drawing this type of fun story.
