Creation of WikiProject

Pinging all editors involved in proposal discussion: Sdrqaz, Z1720, P,TO 19104, Sphilbrick, WWB,Mary Gaulke, DGG. I have gone ahead and created this WikiProject. I've never set up a WikiProject before, so please let me know if I did anything wrong. We can continue the discussions we were having on the propsal page here.
