abstract <B> METHOD FOR MAKING PAPER WITH WET RESISTANCE <D> The invention is a method to improve efficiency of aqueous cationic wet strength additives by pretreating cellulose surfaces with reactive anionic compounds, thereby providing the cellulose surface additional anionic sides suitable for retaining a high proportion of those cationic wet strength additives in cellulose. The wet strength additives on the cellulose surface are cured or reacted with the cellulose surface. The resulting fibrous material has a high wet strength with unusually low doses of cationic wet strength additive. Preferred reactive anionic compounds comprise compounds that have a reactive group suitable for covalent bonding to hydroxyl groups in cellulose, further having sulfonic or anionic terminal groups capable of attracting cationic wet strength compounds in aqueous solution.
