abstract The invention relates to a high-activity controllable selenium steam or sulfur steam generation device and a high-activity controllable selenium steam or sulfur steam generation method for selenylation or vulcanization treatment. The storage function and the heating function of the selenium steam or sulfur steam generation device are separated from each other, and the material in an amount which is required by continuous production can be fed into a large solid selenium or sulfur storage chamber at one time; a smaller high-temperature vaporizing chamber guarantees the quick gasification of solid selenium or sulfur and the activity of selenium or sulfur, and heating energy consumption is reduced; and a continuous material conveying device conveys the solid selenium or sulfur of the storage chamber to a high-temperature gasification chamber and selenium steam is produced. The control over introducing and stopping and concentration of selenium or sulfur steam is realized by controlling material feed speed.
