After the method, the device and the system are adopted, the waiting time of the vehicles at the entrance and the exit is enabled not to exceed the preset time, so that the waiting time of the vehicles at the entrance and the exit is shortened, and the through efficiency of the vehicles at the entrance and the exit is improved.
