According to the invention, the corrosion foil or the laminated foil after hydration treatment is immersed in an organic acid solution or a weakly alkaline inorganic salt solution for solution immersion treatment, so that a loose porous hydrated oxide layer on the outermost layer of the oxide film is removed, the property of the hydrated oxide film is improved, the leakage current is reduced, and the service life of the electrolytic capacitor is prolonged.
