The structure has higher reliability, the sealing air bag can quickly release pressure to ensure the safety of the fuel assembly in an emergency state, and then the sealing cover is reversely driven and opened by the driving cylinder to avoid the overall water outlet maintenance of the equipment; the sipping chamber is sealed by a sealing air bag, the inflation pressure of the air bag can be adjusted, and effective sealing of the sipping chamber is ensured.
