The supplementary water or sewage of industrial circulating water is first fed into the electric crystallizer, the effluent from the electric crystallizer is fed into the fluidized bed chemical crystallizer with chemical softener, the calcium and magnesium ion crystal formed chemically is precipitated in the bottom precipitation area of the fluidized bed chemical crystallizer to form large calcium and magnesium ion crystal, and the large calcium and magnesium ion crystal is then precipitated and discharged and the clear water is discharged via the top of the fluidized bed chemical crystallizer. Calcium and magnesium ion insoluble crystals generated in the electric crystallization process are used as condensation nuclei of the next chemical crystallization, so that the precipitation speed of the chemical crystallization can be increased, and the medicament consumption of the chemical crystallization is reduced.
