The present invention provides a catalyst for fuel cells that has high power output characteristics and suppresses degradation of power generation performance due to starting, stopping, or load fluctuation, a method for producing the catalyst, a membrane electrode assembly for fuel cells, and a fuel cell including the same. The catalyst for a fuel cell in the present invention has at least a catalytically active material and a carrier supporting the catalytically active material, wherein the catalytically active material is selected from the group consisting of platinum, platinum alloys, and coated with a shell containing platinum different from platinum At least one of the core-shell catalysts composed of a metal core, the carrier is a carbon material, and at least one of the catalytically active material and the carrier contains a fluorine atom. |
