According to the principle of "corresponding temperature, energy cascade utilization", the present invention constructs a new process of multi-stage flash evaporation and concentration combined heat pump for intermediate reheating of desulfurization tower solution. Gas waste heat utilization, flue gas whitening, desulfurization wastewater concentration, district heating multiple functions; on the other hand, the multi-stage flash evaporation concentration efficiency and heating energy efficiency of desulfurization wastewater are improved.
