abstract Speech data frames for transmitting control signaling messages are selected in accordance with the relative subjective importance of the speech signal data content of the frame. Speech frames are classified (258) into frame types with lower priority frame types, such as non-speech frames (260), being selected first for the control message data and higher priority frame types, such as onset (274) and transient (286), being avoided for selection due to the higher subjective contribution to speech quality.
