According to the invention, a first radiation 6 of the infrared range, rectilinearly polarized, is sent under grazing incidence on a target 2 made of a non-electrically insulating material and, simultaneously, one sends on said target, under non-grazing incidence, a second radiation 8 of the visible or ultraviolet domain, and in such a way that the same zone of the target is reached by the first and the second rays, the plane of polarization of the first radiation being also such that it contains a normal to said zone, this zone then producing electrons.
