Tetrafluorohydrazine is produced by reacting a carba nate of formula in which R is an organic radical such as alkyl, haloalkyl, alkylene, or haloalkylene and n is an integer of 1 to 10, preferably 1 or 2 and equal to the valency of R, with an oxidizing agent Py, X 2 , where P is a cation including a metal in a +3 to +8 oxidation state, such as Fe<SP>3+</SP>, Cr<SP>6+</SP>, Mn<SP>7+</SP>, V<SP>5+</SP>, As<SP>5+</SP>, Sb<SP>5+</SP>, W<SP>6+</SP>, Mo<SP>6+</SP>, Os<SP>8+</SP>, Co<SP>3+</SP>, Pt<SP>4+</SP>, Ru<SP>8+</SP>, Ir<SP>6+</SP> and Re<SP>7+</SP>, X is an anion and y and z are small integers with the product of y times the positive oxidation state of P equal to the product of z times the negative oxidation state of X. Alternatively the oxidizing agent may be an alkali metal cation and complex anion of 3 to 4 0 atoms and an element in a high oxidation state, such as iodate, bromate, perchlorate, permanganate, chromate, molybdate, vanadate, arsenate and dichromate. The process may be carried out in a polar solvent non-reactive with the oxidant and at least a partial solvent for the carbamate, from 0‹ to 5‹ C. at a pH of 7 or less.
