SOLUTION: Ultrafine zinc oxide powder having an average particle diameter of 0.001 to 0.2 μm, a dispersant and a silicone oil as a dispersion medium, preferably ultrafine zinc oxide: 20 to 60% by weight And an ultrafine zinc oxide / silicone dispersion comprising a suspension containing 2 to 10% by weight of a dispersing agent and 30 to 78% by weight of a silicone oil, and ultraviolet light using the dispersion. Disclosed is a cosmetic composition having a shielding property.
