(57) [Summary] [Problem] There is no problem such as a sudden change in viscosity. Provided are a coating composition having excellent water resistance and antifogging property, a member having the coating composition, and a method for producing the same. SOLUTION: (a) Polyvinyl alcohol and (b) Non-polymeric polycarboxylic acid-containing organic compound, (c) A composition containing a solvent and (d) a transition metal-based binder cured by a hydrolysis / condensation polymerization reaction, wherein (b) is 0.5 to 10 parts by weight based on 100 parts by weight of (d).
