abstract Provided is a conductive roller in which an elastic layer has a volume resistivity of less than 1 × 10 7 Ω · cm and does not cause contamination of a photoreceptor. In a conductive roller having at least a conductive elastic layer on the outer periphery of a conductive shaft, the conductive elastic layer is composed of at least 5-95 parts by mass of an epichlorohydrin rubber and 50-90 mol% of ethylene oxide / propylene. With respect to 100 parts by mass of a rubber component containing 5 to 50 parts by mass of an ethylene oxide-propylene oxide-allyl glycidyl ether terpolymer having a copolymerization ratio of 1 to 49 mol% of oxide / 1 to 10 mol% of allyl glycidyl ether, A conductive roller formed of a rubber composition containing 0.1 to 10 parts by mass of at least one selected from quaternary phosphonium salts and quaternary ammonium salts.
