abstract Vibration energy caused by an earthquake or the like of a piping system is plastically deformed by applying only torsion to an elastic-plastic member provided in a vibration damping device main body. A cylindrical member is disposed between support walls 11 and 12 facing each other of a vibration damping device main body 10 and 60 so as to be rotatable about axes L and M, and an end portion of the cylindrical member 21 is the cylindrical member 21. Is supported by the support wall 11 so that the movement in the radial direction and the axial direction can be restricted, and one end of the cylindrical member 21 is fixed to one of the support walls 11 and the other end is connected to a rotating plate 22 that transmits external force. The plastic members 23, 24, and 50 are disposed, and the rotating plate 22 is coupled to the cylindrical member 21 so that the movement of only the rotating direction of the cylindrical member 21 is allowed. Further, between the support walls 11 and 12 facing each other of the vibration damping device main body 10, one end is fixed to one of the support walls 11 by homogen welding H1, H4, H5, and the other end is connected to the rotating plate 22 that transmits external force. Elasto-plastic members 23, 24, 50 connected by homogen welding H2, H3, H6 are arranged, and the rotating plate 22 is rotatable about an axis perpendicular to the homogen welding surface with the elastic-plastic members 23, 24, 50.
