abstract [PROBLEMS] To melt snow well at a low running cost. SOLUTION: A watering means is provided for pumping water from a water storage basin 23 by a pump 31 and sprinkling and melting the snow accumulated on the viaduct 1. A hydroelectric power generation device 11 is provided for causing the sprinkled water and snowmelt water to fall from the viaduct 1 and to generate electric power using the energy of the falling water. A heater 25 for heating the water in the water storage tank 23 to be sprinkled is provided, and the electric power generated by the hydroelectric generator 11 is supplied to the heater 25 to generate heat. Electric power generated by the hydroelectric generator 11 is supplied to the pump 31 to be driven. A snow melting heater 35 for melting snow on the viaduct 1 is provided, and the electric power generated by the hydroelectric generator 11 is supplied to the snow melting heater 35 to generate heat.
