A surface-type wavelength conversion element having high conversion efficiency is obtained. A reflective layer 3 formed on a substrate 2 includes a surface emitting laser section 6 having a substrate 2, a reflective layer 3, a wavelength conversion layer 3, an active layer 61, a p-side reflective mirror 62, and an n-side reflective mirror 63. And the n-side reflecting mirror 63 of the surface emitting laser unit 6 are arranged opposite to each other with the wavelength conversion layer 3 interposed therebetween, and the p-side reflecting mirror 62 and the reflecting layer 3 that reflect the light emitted from the surface emitting laser unit 6 serve as a resonator. Reduced efficiency due to formation, confinement of light in the wavelength conversion layer 3 with the thickness of the wavelength conversion layer 3 being equal to or less than the coherent length, extending the effective conversion optical path length, and reversing the phase of the wavelength converted light prevent.
