abstract [PROBLEMS] To improve the construction of waterworks, improve durability and flexibility, and use construction by-products as materials. SOLUTION: Water control works A and B that project from a land on a river 7 or a coast, or are constructed in a river or the sea, and the central portion C is earth, stone, concrete shell, or a mixture thereof. A sandbag 1 made of a filling material 3 is installed. A net-like bag material 4 having a filling material 5 made of a stone material, a concrete shell, or a mixed material thereof is disposed in a water-impact portion D serving as a waterfront surrounding the center portion C. The net-like bag material 4 reduces the water flow by the filling material 4 and becomes a habitat for organisms. The sandbag 1 filled with the soil in the center C has a relatively smooth surface, on which vehicles can pass and vegetation is also possible. It can be installed suspended by a crane, improving workability. [Selection] Figure 1
