PROBLEM TO BE SOLVED: To provide a developer capable of reducing the particle size and having a leuco dye, a developer, a color erasing agent, and a toner binder resin dispersed well. A dispersion liquid containing fine particles containing a leuco dye and a developer, fine particles containing a decoloring agent, toner binder resin fine particles, and a medium is prepared, and the fine particles are aggregated in the medium, and heated and melted.
