A biocidal active cationic N-halamine analog having two biocidal active groups covalently linked together in a single molecule and having the general formula (I). The compounds of formula (I) and their precursors can be fixed on the substrate by physical coating or covalent chemical bonding to form a functionalized surface solution, or added to the material as an additive to add the material. It can also be biocidal. Biocidal solutions and substrates containing the compounds or precursors of the present invention can then be used to inactivate pathogenic microorganisms. N-halamine-L-QUAT (I) [wherein N-halamine may be cyclic or acyclic N-halamine, and L is C 1 -C 6 alkyl, cyclic aroma.
