A water detection device and a power generation cell capable of detecting the presence or absence of liquid water in a reaction gas flow path of a power generation cell are provided. A water detection device is provided in a power generation cell having a reaction gas flow path (oxidizing gas flow path) for flowing a reaction gas along an electrolyte membrane / electrode structure. The water detection device 100A includes a conductive member 102 and a support member 104. The support member 104 has an insulating property, covers and supports the conductive member 102, and has an opening 114 that exposes a part of the conductive member 102 as an electrode.
