An exemplary embodiment of a high non-aerosol effervescent agent is disclosed herein. One exemplary embodiment of the high non-aerosol foam sanitizer comprises a liquid mixture comprising alcohol, water and a surfactant mixed with and taking in air to form a plurality of air bubbles.
