An object of the present invention is to provide a semicarbazide composition which does not decrease in crosslinkability under curing conditions not only at ordinary temperature but also under low-temperature heating and has excellent water resistance when formed into a coating film. The semicarbazide composition is a semicarbazide composition containing a semicarbazide compound derived from hydrazine and at least one isocyanate compound selected from the group consisting of an aliphatic isocyanate and an alicyclic isocyanate, The semicarbazide compound contains a trimer or more semicarbazide compound, and the total content of the trimer or more semicarbazide compound is 0.5% by mass or more and 8.0% by mass or less with respect to the total mass of the semicarbazide compound.
