PROBLEM TO BE SOLVED: To provide an image forming apparatus having excellent cleaning maintainability of a secondary transfer member. SOLUTION: The photoconductor contains a polytetrafluoroethylene particle and a dispersant having a fluorine atom, and has a surface layer having a perfluorooctanoic acid content of 25 ppb or less with respect to the polytetrafluoroethylene particle. A toner image forming apparatus that forms a toner image on the surface of the photoconductor, an intermediate transfer body on which the toner image is transferred on the surface, and a toner image formed on the surface of the photoconductor are primary on the surface of the intermediate transfer body. A primary transfer device for transfer and a secondary transfer device for secondary transfer of a toner image transferred to the surface of the intermediate transfer body to the surface of a recording medium, wherein the hexadecane contact angle on the surface is 30 degrees or more.
