The electrolyte membrane 4 is arranged between the anode 2 and the cathode 3. The electrolyte membrane 4 has a first electrolyte layer 41 and a second electrolyte layer 42. The first electrolyte layer 41 contains ionic conductive ceramics. The second electrolyte layer 42 contains an ionic conductive polymer having the same ion as the ionic conductive ceramics as a conductive species.
