abstract PROBLEM TO BE SOLVED: To provide an electromagnetic wave modulation element capable of modulating a phase and an angle of a deep electromagnetic wave. According to one aspect of the present invention, an electromagnetic wave modulation element is provided. This electromagnetic wave modulation element includes a liquid layer and an electrode. The liquid layer is a layer of an electrophoresis liquid containing fine particles and a dispersion medium. There are at least two electrodes, which are configured to be capable of generating an electric field inside the liquid layer. It is configured to modulate the phase or angle of the electromagnetic wave that has passed through the liquid layer during the generation of an electric field. [Selection diagram] Fig. 1
