[Structure] By immersing a base material in an aqueous solution containing lead ions, hexafluorotitanate ions and borate ions, a composite oxide thin film of titanium and lead is formed on the surface of the base material. The concentrations of lead ion, hexafluorotitanate ion, and borate ion in the aqueous solution are Pb 2+ , TiF 6 2− , Converted to BO 3 2− , Pb 2+ : 0.01 to 1000 mM / l TiF 6 2− : 0.01 to 500 mM / l BO 3 2− : 0.03 to 3000 mM / l.
