abstract (57) [Abstract] [Problem] An ordinary user can easily program information necessary for incorporating a cellular phone into a network by himself / herself. A P-code module 24 processes a simple P-code input by a user to generate a NAM2. 5 supplies the parameter information. The P-code uses a flexible length keypad coding that can be translated into programmable parameters of the cellular telephone. Field identification numbers and look-up tables are used for more frequently used information to reduce the length of the P-code. To enable the cellular telephone, the user sends the model number and serial number to the access center, which generates and sends a scrambled P-code. The P-code module 24 reduces the technical requirements of programming the cellular telephone, allowing the user to program the cellular telephone over the network.
