abstract (57) [Summary] [PROBLEMS] In a start-up stage in which introduction of a gas containing sulfur dioxide heated to a predetermined temperature to a converter is started, the temperature of the first layer outlet side of a catalyst layer built in the converter is installed. Prevent exceeding administrative limits. SOLUTION: In a start-up stage in which gas introduction to a converter 9 is started, the temperature at the outlet of a first layer of a catalyst layer 10 built in the converter 9 rises due to a sulfur dioxide conversion reaction. Before the upper limit is exceeded, a part of the gas is led to the pre-converter 15 on the bypass duct 14 provided in parallel with the gas introduction duct 8, and the sulfur dioxide in the gas is reacted by the catalyst layer 17 of the pre-converter 15. As a result, the gas temperature on the side of the first layer of the catalyst layer 10 built in the converter 9 is suppressed to the control limit value or less.
