abstract PURPOSE:To make conversion in a short time and efficiently without increasing quantity of electricity for conversion by largely setting a conversion current on and after time of progress of water resolution reaction while allowing the current to flow intermittently. CONSTITUTION:A conversion current of a plate is set larger mainly on and after the time of progress of water resolution reaction than before while allowing the conversion current to flow intermittently. The current on and after the time using the conductive current mainly for water resolution is desirably 1.3- 3 times the current before this time. This is because, when being under 1.3 times, the conversion efficiency is not much improved, while exceeding 3 times, a temperature rise due to the generation of gas and heat is intensified. Thereby, the plate can be efficiently coverted even when the whole quantity of conducted electricity (Ah) is equal.
