A water leakage decision circuit 20 decides whether the hydrogen conc. change ratio C1-Cn exceeds a set change ratio or not and the water leakage is decided by calculating whether the total number of times exceeding the set change ratio within a predetermined time are a set ratio or more. By this method, water leakage is detected at an early stage in high reliability. |
