In addition to giving a soft, smooth and lotion-like feel when applied to tissue paper, a dry lotion composition for killing viruses and bacteria, and tissue paper treated with such lotion composition are disclosed. The antiviral action of lotions is due to the addition of organic acids such as citric acid or salicylic acid. Antibacterial action is due to the addition of antibacterial agents such as TRICLOSAN®. Dissolution of antiviral and antibacterial materials in the lotion matrix aids in the addition of hydrophilic solvents and hydrophilic surfactants. Smooth lotions may also be applied to plastic or fluid skin conditioning agents such as petrolatum, optional fixatives such as fatty alcohols or fatty acids to fix the skin conditioning agents to the surface of the tissue paper, and to improve wetting when applied to toilet tissues. Since less lotion is required to impart the desired soft, lotion-like feel benefit, the tensile strength of the lotioned paper and adverse effects on the calipers are minimized or avoided.
