The mixed extract is manufactured by extracting kelp, green laver, spirulina, sea mustard, and agar using a mixed solvent including deep sea water, and treating the same with a catalyst. The cosmetic composition of the present invention has an effect of promoting biosynthesis of ceramide and enhancing a skin barrier.
