abstract The present invention relates to a Push-to-Talk over Cellular (PoC) mobile terminal, a server, and a method for transmitting a voice message without tangible delay. The PoC mobile terminal has a means for generating an input for performing a push-to-talk (PTT) function, a transmission buffer for encoding and temporarily storing a user's voice, and an input to the transmission buffer after the input for performing the PTT function is detected. And a control unit for controlling the voice data to be stored, and for transmitting the voice data of the transmission buffer to the counterpart when the control message indicating the voice assignment is received from the PoC server. In the PoC mobile terminal, a method of transmitting a voice message without a tangible delay includes: detecting a user input to perform a PTT function and transmitting a voice request message to a PoC server, and performing the PTT function; Immediately after detecting the user's voice input, and buffering the user's voice input; and receiving a voice of permission message from the PoC server, and transmitting the buffered voice data to the counterpart through the PoC server.
